A BABY CHUPACABRA? READ ON...!
The chupacabra is unquestionably one of the most famous and iconic mystery beasts of modern-day cryptozoology. So when a photograph purportedly depicting a mummified baby chupacabra appears online, it is evidently going to attract plenty of attention - and the above example opening this present ShukerNature blog post is certainly no exception.
Perusing a number of websites containing and discussing it, the most commonly repeated claim made by them is that this supposed chupacabra infant was discovered under an abandoned barn in a small village in Chiapas, Mexico, during the barn's demolition in or around July 2007, and cannot be identified with any known species of animal because a series of DNA, fur, and tissue tests all proved inconclusive. As can be seen here, the photograph is copyrighted to the somewhat oddly-named Dr Zeehc H. Ted.
The reality, of course, is very different. Even a brief examination of the well-preserved specimen is enough to confirm that it is a gaff, i.e. a fake taxiderm specimen composed of body parts from various different species deftly combined together. The principal component appeared to be a baby mammalian carnivore, almost certainly a raccoon "Procyon lotor", judging from its dentition, shape of its paws, and general body and facial conformation. The spines inserted upon its head resembled claws.

In search of clues concerning its real origin, I scoured the Web and soon uncovered the truth behind the travesty (albeit an extremely skilfully-executed travesty!). Just as I suspected, the 'baby chupacabra' was a fake - one of many spectacular examples produced by a male United States (and wonderfully ingenious) gaff creator on the deviantart.com website, who memorably refers to himself as 'Creator Of Things That Should Not Be', and whose user name is dethcheez, This in itself is (or should have been) a major clue to anyone attempting to track down the photo's origin - the name of the latter's copyright owner, Zeehc H Ted, is of course dethcheez spelt backwards!
As for the specimen itself: the deviantart.com page containing the original photograph of it, and which can be directly accessed HERE (the hand holding the specimen was added later to this photo), was uploaded on 26 April 2007 by its creator, dethcheez, who unambiguously labelled it as a "Mummified Baby El Chupacabra Sideshow Gaff Created from 100% Real Parts". But what are these parts? Reading down the comments below the photograph, all is swiftly revealed, because they were correctly identified on 10 December 2009 by a viewer with the user name inkaholic1089, as verified in a comment posted underneath that of inkaholic1089 by dethcheez himself two days later. Namely, a baby raccoon with the claws of a snapping turtle "Chelydra serpentina" used for its spines.

Another controversial carcase is controversial no longer - and can thus be filed away alongside the likes of the Montauk corpse, Trunko, the Feejee mermaid, and many other monsters of misidentification and fabulous frauds. Moreover, it demonstrates how specimens clearly identified as fakes by their creators (as I noted earlier, dethcheez unequivocally referred to it on his deviantart site as a manufactured gaff) are nonetheless all-too-often deemed genuine and erroneously circulated as such online by many other, less discerning people. It also emphasises, however, as I have previously shown with the fake black lion photos circulating online (click HERE and HERE), just how easy it can often be to expose such specimens' true nature simply by taking time to trace their origins via the internet. This is why it is so surprising to me that such searches are not conducted more often and more vigorously, because this approach would soon eliminate them from the database of genuine cryptozoological mysteries.

Of course, removed entirely from a cryptozoological perspective, there is no question whatsoever that as artistic creations, the gaffs of dethcheez are exceptionally well-produced, compelling, and diverse - other expertly-manufactured examples from this artist's bedazzling menagerie of fantasy fauna include a Jersey devil corpse, a newly-discovered unicorn shark, a vampire mummy's head, a Burmese centi-spider, a mummified devil turkey head, a two-tailed twelve-limbed sand scorpion, a mummified alien mothman (a novel variation on the Jenny Haniver/devilfish theme!), a snake-headed terrapin, a mummified baby dragon and a baby dragon skeleton, a giant clawed centipede, a mummified baby unicorn, the mounted heads of Peruvian vampire fishes, a mummified winged piglet, plus a vast assortment of shrunken heads, and much much more!

Almost forgot: if you're wondering where this baby chupacabra gaff is right now, some lucky ebay bidder out there may well have the answer - and the specimen - because dethcheez auctioned it on ebay, and the auction ended on 29 April 2007. The Defense Advanced Research Projects Agency need look no farther than the beach incident to get some helpful pointers on how to achieve its objective of effectively developing and tracking memes. The hypnotic propagation of the incident and its growth into what physically manifested as the Eglin expedition are indeed fascinating and curious on a number of levels.
Haley is now uncertain exactly what happened during an event that was the focus of a July, 1991, hypnosis session conducted by John Carpenter. She is currently quite confident, however, that the event, the beach incident, is not as it initially appeared to her in the hypnotically induced mental imagery.
One way or the other, the beach incident was conceived and Haley, at the time, proceeded to seek clues which might have helped her further identify actuality. What she found was a winding trail and pot luck of Mufonians, ufologists, various self-proclaimed experts, unclear circumstances and what would later be identified as questionable motives.
Sprawling Eglin Air Force Base is located a few miles east of Pensacola, Florida, in the vicinity of Gulf Breeze and bordering the Gulf of Mexico. On September 24, 1992, Haley, Lieutenant Colonel Donald Ware, USAF, Retired, and Colonel Robert Reid, USAF, Retired, took a 13-mile hike eastward across the south end and beach of the base, from Navarre towards Ft. Walton Beach.
Ware and Reid were members of the MUFON board of directors. They acted as guides on a search for a location where Haley may have been aboard an alien craft downed by the US military and as suggested in regressive hypnosis sessions conducted by Carpenter, another MUFON director at the time.

Items of interest that resulted from the curious hike included photos of some equipment, dubbed the "kitchen timer" by Haley, located on the base and along the beach. At the time it was suspected the equipment may have been used to generate a field of electromagnetic pulses, effectively disabling and downing the alleged alien craft Haley was supposed to have been aboard.
In Unlocking Alien Closets", page 43, Haley wrote:
A couple of months or so after Don, Bob and I investigated the area, Don gave a lecture to the San Diego UFO Society. He showed the audience a photo of the weird "kitchen timer" instrument I had photographed at the southern end of Eglin Air Force Base. In his lecture Don referred to it as a "directed electromagnetic pulse device." After Don's talk, an elderly, white-haired gentleman approached Don and said, "When I saw that picture, I got chills up and down my spine. You have correctly named it. I am the engineer who made the drawings for the company that built that device."

Interesting coincidence. There are more curious coincidences and discrepancies.
I recommend the particularly interested reader invest some time in learning about tactics and procedures common to military intelligence large scale deception operations, in the event they do not have a familiarity with the topic. I am not going to currently write about such procedures, but suffice it to say the topic is quite potentially relevant, and certain events being described may not appear as puzzling to some as they do to others.
The trio took photos and completed the hike without ever being confronted by base security. Haley wrote at one point they came upon a medic truck parked along the beach. It seemed Ware and Reid spoke with the medics while Haley stayed back.
"I thought it odd to see a medic truck parked on the beach," Haley wrote in "Unlocking Alien Closets", page 41.
"When Don and Bob returned, they told me the medics did not know why they had been sent there - they were just to go there and wait."
The beach incident gained momentum following the Eglin expedition. The subsequent buzz about alien craft disabled by electromagnetic weapons breathed life into the story. It was not long, though, before Haley suspected she was being played.

In May, 1994, Haley and the late Marc Davenport conducted an experiment. In an effort to test the likelihood Haley, Ware and Reid were actually intentionally allowed to 'trespass' and hike across Eglin, Haley and Davenport attempted to walk the route of the original hike. The two were quickly confronted by base security and ordered to leave the way they came, else face legal consequences.
"The guard threatened to take us to the brig and cite us," Haley recently recalled.
Who Were All Those People in Gulf Breeze?
There is a great deal to be studied and considered about the Gulf Breeze saga. I have now spent years researching certain aspects of how Gulf Breeze relates to the Leah Haley Case, and I can tell you without question I have barely scratched the surface.
There are others who have learned much, much more than I about such names as Ed Walters, Bruce Maccabee and Vance Davis. There are many, many more names of potential interest, several of which commonly remain all but unmentioned. Some researchers have lots of information to share and I know relatively little in comparison.
I can tell you one thing I learned, though. In spite of an avalanche of proclamations to the contrary, I have yet to find any reason at all to conclude intelligent alien lifeforms were present in the Florida Panhandle. I have no reason to believe any such aliens abducted human beings, were engaged in hostile war maneuvers or any other such fantastic circumstances.
An important question becomes who the hell all those people were that flocked to Gulf Breeze. My current answer is I do not know, not exactly, but I am confident the question matters. I have learned a few things about some of those people and I will share a bit of what I learned.
I have a sincere hope competent research and refusals to cower away from the right questions will one day more clearly reveal the actual agendas and activities of the players. My personal opinion is when that time comes, the UFO community will then have its answers to the Gulf Breeze enigma.
According to his website, Donald Ware is a retired Air Force pilot who achieved the rank of lieutenant colonel. He earned a BS in mechanical engineering in 1957 from Duke and an MS in nuclear engineering in 1972 from the Air Force Institute of Technology.

As mentioned, Lieutenant Colonel Ware resided in the Gulf Breeze area and was extensively involved in ufology. His activities ranged from serving as a MUFON board member and MUFON Eastern Regional Director to directing the International UFO Congress. His website demonstrates his apparent extreme views on topics UFO, including a "transformation" currently taking place and facilitated by an alien intelligence. According to Ware, such alien transforming includes "genetic engineering" of the human population, resulting in increased intelligence quotient (IQ) and ease of telepathy, among other such things.
Ware's views and activities reportedly led to a parting of the ways with MUFON in 1993. The July, 1993, "MUFON Journal", Director's Message, explained Ware was removed from the board of directors after he refused to resign.
"In an unprecedented election," then-director Walter Andrus wrote, "Donald M. Ware was voted to be removed from the Board effective June 1, 1993."
It seemed Ware was into promoting the channeling of aliens and the like, and a majority of his fellow board members did not share his enthusiasm about such topics. They seemed to be of the opinion Ware was damaging the scientific credibility of the organization. After apparent repeated warnings to lighten up, they removed Ware from the board. I will leave it up to the reader to form an opinion of the legitimacy of the board choosing that particular point in time to play the 'scientific research' card, considering the kinds of unsubstantiated material MUFON regularly promoted through its public events and "Journal" from the 1990's to present.
At any rate and whatever we make of Lieutenant Colonel Ware and his history, he was indeed on the Eglin expedition in September, 1992, and while in a role of MUFON leadership. I emailed him in attempts to learn more about the hike and related circumstances. I asked, among other things, how the expedition was arranged.
Ware claimed Haley thought she knew when the beach incident happened, August, 1988. She then wanted help identifying "where the vehicle came down," he wrote.
"I told her there is about 100 miles of the sugary white sand along our coast," Ware explained, alluding to details arising out of Haley's regressive hypnosis sessions with Carpenter, "but the most likely place for the military people to be there so soon would be the 13 miles of restricted Eglin AFB beach between Navarre and Ft. Walton Beach."
Ware indicated he then suggested to Haley they hike the 13 miles. Haley agreed, never lacking courage and never short on heart.
I asked Ware what he thinks about the Carpenter Affair, in which John Carpenter turned over the case files of Leah Haley and 139 other possible alien abductees to Robert Bigelow.
"I see no problem with that," Ware replied, adding the files are only useful to society if people see them.
Some think it worth noting Bigelow has a long history of controversial activities and questionable motives, such as funding the highly criticized Roper polls and coming under fire when the original sources of his financial contributions to MUFON were called into question. Items of note additionally include circumstances surrounding the National Institute for Discovery Science, or NIDS, a nonprofit corporation no longer active but originally founded and headed by Bigelow. Former NIDS personnel member Eric Davis stated on the April 1, 2006, broadcast of Coast to Coast that long time CIA employee Christopher "Kit" Green worked with NIDS.
Additional controversy includes Bigelow's relationship with Colonel John Alexander, another former member of NIDS personnel. Colonel Alexander, known as "Mr. Non-Lethal" due to his advocacy of such weapons and technology, was directly accused of conducting intrusive mind control operations involving involuntary human research subjects and consisting of voices in the head as reported by Sharon Weinberger in her "Washington Post" cover story, "Mind Games". It should be noted, however, that any such accusations have yet to be substantiated. Much more on non-lethal weapons research and development, as well as abuse of human research subjects, may be viewed in "US Electromagnetic Weapons and Human Rights", a Sonoma State University-Project Censored work by Peter Phillips, Lew Brown and Bridget Thornton.
Curiously, Colonel Alexander was among those who reportedly confirmed the reality of John Carpenter's actions. In a July 20, 2000, email to UFO Updates List and referring to the Carpenter Affair, John Velez explained, "This nasty business has now been confirmed by Bigelow himself, Walt Andrus, Dr. Alexander of NIDS, and about seven of the abductees whose files were sold."I suspect Bigelow's friends would also find those files useful," Lieutenant Colonel Ware stated about the Carpenter Affair.

When asked who, specifically, those friends might be and why they would find the files useful, Ware's unspecific reply included remarks about the alleged MJ 12, a supposed treaty "with the Zetas" and a new species of humans "more survivable in off-planet conditions," among other topics.
The relationship between Ware and Carpenter continued after each of their challenges within MUFON. Carpenter made presentations at various events and venues in which Ware held leadership roles and invited speakers. Ware indicated he continued to hold Carpenter in high regard.
"I saw his (Carpenter's) presentation to Georgia MUFON folks a while back and thought it was very well done," Ware stated, adding he would continue to invite Carpenter to speak when the opportunity presents itself.

"A state law keeps the part of Florida coasts below the high tide line open to the public except when a mission is in progress," he answered.
Research revealed most states adopted the "Public Trust Doctrine", a document of various loosely suggested water access guidelines published by the National Oceanic and Atmospheric Administration. Public beach access is universally recommended within certain tide lines, at least in theory, but many relevant contingencies are not addressed at length or in detail.
I telephoned Eglin Air Force Base, Media Relations, to inquire further. I was directed to call the base's Jackson Guard.
During a call placed to the Jackson Guard on January 6, 2012, I asked if I could hike across the base if I stayed on the beach and below the high tide line. I added I was told a Florida law allowed such a hike.
The Jackson Guard representative asked if I had base access. After telling them, no, I did not have any special access but wanted to know if such a hike was permissible, I was respectfully informed in no uncertain terms "no one" is allowed on base without proper access.
Suffice it to say I would personally not rely on citing any such guidelines or obscure legislation while hoping to access Eglin Air Force Base. That is particularly my opinion after speaking with the Jackson Guard.
There are of course numerous explanations that might account for exactly how the Eglin expedition came to be. The fact remains, however, that Ware is neither clear nor direct in providing any such explanation. While I appreciate his willingness to offer comments, his statements are not specific and neither confirm nor eliminate practically any of the many possibilities.
The bottom line here is details remain elusive of how a hike across a United States secure military facility occurred, in which participants carried and used a camera, no less. This all took place, I am led to believe, while the guides, both MUFON directors, were hoping to assist a woman, encouraged to think she was an alien abductee by yet another MUFON director, in identifying the location an alien craft was grounded. After directly asking the man - that admittedly originally proposed and coordinated this remarkable expedition - to explain what led him to correctly believe he could take a party hiking across Eglin Air Force Base, I still do not conclusively know. I do seem to have been offered some unrequested information about Zetas and a secret superior breed of humans groomed to live on other planets, though.
The extraordinarily curious chain of events and the controversial activities of MUFON directors became even more curious and controversial in circumstances surrounding yet a fourth MUFON director, Lieutenant Commander Thomas Deuley, US Navy, Retired. In 1995 while speaking as a MUFON representative, Deuley told reporter Kurt Loft of "The Tampa Tribune-Times" that MUFON did not embrace "such ridiculous stories" as told by Leah Haley. As we will explore in an upcoming post, Deuley entirely failed to mention to "The Trib" his own MUFON peers, directors Carpenter, Ware and Reid, were directly and extensively involved, as we have now seen, in those exact stories from their very outsets.

@8:00 A.M....I am in a sit down meeting with the Tribal Council President and Public Relations Officer....they get my printed book, said they each read the PDF already and then they drop a bombshell on me....they give me unprecedented access to the reservation, specifically the Archuleta Mesa.
@10:00 A.M.....I begin my investigation. A seven year veteran Jicarilla police officer, and now a professional hunting guide, is escorting me in a 4 X 4 up to the top of the mesa, using a road known only to a few people on the reservation...No one uses it....He takes me to the top of the Mesa up onto the pleateau.
SIDE NOTE: He tells me about a recent encounter with two Phoenix Suns basketball players and himself who were accosted by three military personnel...they were told that they were violating a RESTRICTED AREA and needed to vacate the area immediately....when he protested, stating that this was sovereign Jicarilla land, they responded, "Today this is a RESTRICTED AREA, leave now".....they then point AR-15 rifles at all three of them...this happened in June of this year, 2011....my guide says he had similar reports from all over the reservation that same week.
...So, as he tells us that story, and as we are driving up already at the top just a short distance from the radio towers, I spot two strange objects painted military GREEN, and I can see they are plated with serial information....we take out our cameras and photo and video them....I noticed that it was U.S. Government Property (it literally said that) on the Mesa.....we are just 1600 feet away from the radio towers (I have film)....Do you realize what this means?...IT IS PROOF THEY ARE THERE.
My guide assured me that no one else has EVER found MILITARY GRADE materials up on the mesa....not a Jicarilla, not anyone.
We also surveyed the 1996 UFO CRASH SITE.....we photographed that too.....I HAVE A NEW DATA FOR YOU: Residents said that in 1996 a COPPER DISC was seen crashing into the Mesa....it was 150 ft. wide in circumference.....cameras were taken from them by military and tribabl police, under order from the military...they said that the night it happened, the mesa area was cordoned off as a perimeter was set up....they also said that the military came to remove the crash evidence....for weeks after they said Black SUVs were seen in the area.
The source for this info was THREE Jicarilla families who I interviewed, and a current Chief of Police (I am not allowed to say from where) but who was a Jicarilla Police officer at the time...(this man told me of a FACILITY ENTRANCE on the southwest of the Mesa with HOLOGRAPHIC ENTRANCE POINTS, that they have video of Grey Craft (not military) and much more....This man is the REAL DEAL...he and I had DINNER with (name withheld) in Taos at the ASPE Event.....she is my proof...
His two sons were in attendance at the meeting, also sharing personal stories with me and my cameraman, Ric Prestel (Sacramento MUFON)....I have 19 drawings/sketches from this man....my God, one of the CRAFT he describes matches exactly to a PAUL BENNEWITZ sketch...and it matches the COLONEL's descriptions of purplish/lavender lighting...and GREYS.
I learned from this man who the TWO PEOPLE WERE who were at the Dulce Facility in 1979...he says he SWEARS tha these two men admitted to him that they were helicoptered to a secret facility on the southwest area of the MESA....then they said to him that they were passed through a massive holographic entrance (that it had actual doors, but that when opened it projected a FAKE columnar basalt wall...holographic!)......one was NM State Police Officer and the other one was Jicarilla Apache Police Officer (names withheld).
He said that there is another entrance just below the RADIO TOWERS too.

Two days after investigating the Mesa, my face became paralyzed on the left side.
But it gets even stranger...doctors are assuring me that I did not have a stroke causing the Facial Paralysis (that is the good news)...but they are saying that the findings from their blood tests are showing that I was exposed to some unknown neurological bio-agent....they told me today (in California) that whatever it is that is afflicting me, is beyond anything they have ever seen.
Care to guess who did this to me? Strange but it was just two days after I discovered the U.S. Government property atop the Archuleta Mesa that this shit happened to me...I hope I recover...

In honor of US Independence Day, Catherine Austin Fitts, a former Assistant Secretary of the Department of Housing and Urban Development (HUD), released a document supporting her claims that the US Navy initiated a plan in 1998 to adjust its operations for a future where extraterrestrials exist and live among us. She claims the plan was commissioned by the Undersecretary of the US Navy and was undertaken by the Arlington Institute, an NGO located near the Pentagon with many military clients, where Fitts served on the Board of Directors. She was asked to assist with the plan and claims she was given an opportunity to meet a live alien, but declined. When I contacted the Arlington Institute in 2008, two members of the Board of Directors repudiated Fitts claims. The document released on her website is the official minutes of a Board of Directors meeting held at the Arlington Institute in 2000. The document confirms key elements in her version of events, especially that Arlington Institute was actively discussing plans for how to best prepare the general public for disclosing the existence of, and contact with, extraterrestrial life.
Catherine Fitts claims that in 1998 the Undersecretary of the U.S. Navy had commissioned a "high level strategic plan" to prepare the American public for an official announcement that extraterrestrials exist and live among us. She wrote:In 1998, I was approached by John Peterson, head of the Arlington Institute, a small high quality military think tank in Washington, DC. I had gotten to know John through Global Business Network and had been impressed by his intelligence, effectiveness and compassion. John asked me to help him with a high level strategic plan Arlington was planning to undertake for the Undersecretary of the Navy. At the time I was the target of an intense smear campaign that would lead the normal person to assume that I would be in jail shortly or worse. John explained that the Navy understood that it was all politics
they did not care.
I met with a group of high level people in the military in the process -- including the Undersecretary. According to John, the purpose of the plan -- discussed in front of several military or retired military officers and former government officials-- was to help the Navy adjust their operations for a world in which it was commonly known that aliens exist and live among us.
When John explained this purpose to me, I explained that I did not know that aliens existed and lived among us. John asked me if I would like to meet some aliens. For the only time in my life, I declined an opportunity to learn about something important.
In March 2008 I was planning to write an article about Ms Fitts claims, and began my investigation by first contacting her to elaborate or clarify her earlier recollection. Fitts said she had nothing to add to what had already been released to the public. I then contacted John Petersen, President of the Arlington Institute. He flatly denied Ms Fitts claims and offered to put me in communication with other members of the Board of Directors to get independent confirmation. In subsequent email communications with Joe Firmage, another Board member, he also denied Ms Fitts version of events, and did not recall any meetings where she was also present where the issue of extraterrestrial life was discussed. I was unsuccessful in reaching Jerry MacArthur Hultin, who served as Undersecretary of the Navy during the period mentioned by Fitts.
To varying degrees, Petersen and Firmage both claimed there was no substance to Fitts story. Petersen was especially insistent that Fitts had contrived the entire scenario. Given that two members of the Arlington Institute Board of Directors directly contradicted her version of events, and I was not able to find any other witnesses to support her claims, I decided to postpone writing an article on the incident until independent confirmation could be found.
Almost five years later, in my recently published book, "Galactic Diplomacy: Getting to Yes with ET", I included the incident described by Catherine Fitts along with the denial by John Petersen and Joe Firmage. I wrote: I have been able to confirm that Fitts served on the Board of Directors of the Arlington Institute during the period in question, and that extraterrestrial life was discussed at some of its closed door meetings as a hypothetical "wildcard event." However, Fitts' specific claim of there being a strategic plan sponsored by the U.S. Navy to prepare the public for disclosure of extraterrestrial life, or of a possible meeting an extraterrestrial, was not supported by other Board members.414 In the footnote 414, I gave some details of my communications with Petersen and Firmage. On July 4, 2013 I received a short email by Ms Fitts with a subject header referencing footnote 414 in my Galactic Diplomacy book where I elaborated on the repudiation of her claims by Arlington Institute Board members. The content of her email directed me to a new page on her Solari website which was just uploaded. She wrote: In the spirit of Independence Day, I am publishing the minutes of the board meeting of the Arlington Institute on April 10th, 2000. I have repeatedly stated that I would do so if my description of this meeting was contradicted by any of the members.
With the publication of Galactic Diplomacy, the contradiction of her version of events by other Arlington Institute Board members was now part of the public record. Consequently, Fitts felt free to release documentation supporting her version of events - Minutes of the March 26, 1999 Board of Directors meeting. The Minutes of the meeting state: Mr. Petersen then reported that the Institute had been approached to determine if it was interested in publishing a study by Pickford and Lindemann on the subject of life outside of the earth. After discussion, there was general agreement that publication of the study would be a good idea and would be consistent with the work otherwise being done by the Institute with respect to wild cards.
While the study mentioned by Pickford and Lindemann is not identified, here is an online account of eight alien contact scenarios they developed for a workshop on extraterrestrial contact as recalled by one of the participants: Called the second "Contact Planning" meeting and held in Denver, Colorado, this workshop was sponsored by the International Space Sciences Organization and organized by Kyle Pickford and Michael Lindemann.... We spent one afternoon in five groups: business, religion, science, government, and media/public. Each group role-played its behavior for each of eight scenarios. Although I have read lots of literature on post-contact behavior, this was the first time that I deeply grasped just how people in each of those categories may actually behave right after contact.... What can we do now to prepare? We spent the last few hours of the meeting generating and clustering various strategic planning possibilities. A large number of these ideas clearly fit into two clusters that I find very encouraging: (a) tell the general public the truth right away and (b) prepare to communicate and negotiate with ETI in a friendly and cooperative manner, even if its behavior seems unfriendly.
The minutes of the meeting confirm that the Arlington Institute was discussing extraterrestrial contact scenarios in at least one Board of Directors meeting as Fitts claimed. Importantly, the minutes confirm that the Arlington Institute was doing work for clients that involved extraterrestrial contact as a wild card issue. According to Ms Fitts, one of these clients was the US Navy.
In private email communications, Petersen confirmed that Fitts did participate in a Navy Project conducted by the Arlington Institute, and that the extraterrestrial contact issue did come up as a "wild card" future scenario event. However, he pointed out that there was no strategic plan commissioned by the US Navy to prepare the public for extraterrestrial contact as claimed by Fitts.
There remains substantial differences between Catherine Fitts and John Petersen over the extent to which the US Navy interest in extraterrestrial contact issues was part of a strategic study as Fitts claims, or simply part of ad hoc discussions as Petersen contends. Nevertheless, the official Board minutes released by Fitts does lend support to her main claim that the US Navy commissioned a project with the Arlington Institute for its expertise on wild card future scenarios involving extraterrestrial contact. It can therefore be concluded with some confidence that official efforts began in 1998 by the US Navy to prepare for a world where extraterrestrials exist and are living among the human population.

Well Dr. Pete insists on meeting and we divert through Dubois South rt 119. While in town the blankness makes me suddenly turn right into a blacked out part of town but we noticed the GPS wrong area and went around the block to return to the correct intersection and South 119. A very dark and curvy rout with 55mph signs right next to 35mph signs with curves that were much slower with hills and dale wow.. out in the middle of the country with no lights other than that guy who was following much of the time with brights on so i flipped the mirror but the on comming traffic kept their brights on so it was a difficult stress full to see section. The third blankness turn to the right was at maybe 536 / 36 136? east west with no forward road orther than blackness... It was impearitive that i stear right. The intersection was litup with rolled berms that were painted with the florescent white in a stripped pattern so i went right but this time stopped on the right ramps right berm and remember putting the car in park. it seemed only a couple of minutes frank the other inventor checking the GPS and Dr. pete is on the phone wondering where are we? strange how the lights were still behind us and they did not pass.... then.... we think the memory wipe reset / video made and the lights dissappeared happened here. We just seemed to anwser the phone check the GPS and went around the intersection to the South and onward. I worry about the video because the audio sounds like a train which there were 3 trains at the MacDonalds at x48... although to have been taken there you would have seen myself, Dr pete, the 2cars, 5 lanes of traffic and the area was well lit up.at 2am many people came to the drive through passed by us and looked directly at us toward the the trains? Acouple was making out under the lights next to their car but on the side away from us as well as a person had acar hauling truck come by to service there car. the blankness is like what you see after a camera flash in the face.... nothing! always above and to the left and impossible not to react to. hope you can anaylze the video, trying to send it to john....
