In 1966, with Michigan eyewitnesses hounding House Minority Leader Gerald Ford for explanations, it looked like this UFO thing might bust wide open on Capitol Hill. As Missouri congressman Durwald Hall's unhinged rant indicated during a brief hearing on April 5 of that year, measured perspectives were falling out of fashion.

Declaring that acid-dropping Americans "are almost synonymous with the number of space sightings we have today," Hall added that people who reported UFOs reflected "a decrease in the morals and the fiber of those who would subject themselves to hallucinatory influences in the first place."

The dude didn't make any sense, but what the hell, it was Congress. Next thing you knew, the Air Force contracted the University of Colorado to get the 800-pound ape off its back. UC obliged, declared UFOs beneath the dignity of science, and handed the USAF an escape clause to walk away from its public UFO study, Project Blue Book, in 1969.

But more than Blue Book died 40 years ago. "NICAP folded shortly thereafter," remembers Don Berliner. "It went on for a little while, but it was over for all intents and purposes."

Founded in 1956 and reaching peak membership of 14,000 with more than half a dozen full-time employees, the National Investigations Committee On Aerial Phenomena became the largest private UFO study group in the world. One of its most diligent stewards was Richard Hall, who had a curious zest for immersing himself in reams of often dull, numbing, horribly written UFO reports filed by military and civilian eyewitnesses alike.

Exasperated by conspiracy theories and New Age dreck, Hall went on to write his "Reality Check" column for UFO Magazine and co-found the Fund for UFO Research, which financed investigations for more than 20 years into some of the strongest reports. But at the time of his death earlier this month, Hall's Web site reflected more accessible priorities, such as genealogy, the Civil War, and his own artwork. You had to scroll down to reach the UFO stuff.

"He tried to get out of the field," says Berliner, who presides over the remains of the Fund, "and he felt his ability to get a good job was hampered somewhat by research that a lot of people considered weird."

Berliner met Hall when he joined NICAP in Washington in 1962. Pulling 15-hour stretches for up to two weeks at its office in tony Dupont Circle, taking astonishing reports from the likes of airline pilots walking in from National Airport, Berliner recalls that era with a sense of anticipation, like maybe something huge could pop at any moment.

"Well, it was the quality of the evidence," Berliner says from Alexandria, Va. "Wishful thinking or speculation on what the government knew or didn't know had no place in our work. Dick, and others, to a lesser degree, established a basis for looking at that evidence scientifically. We just didn't see how anybody could ignore what we were collecting, especially given the standards we were using."

At age 79, Berliner notes that he's six months older than Hall. If you'd told him in 1969 we'd be no closer to solving the riddle than we are today, Berliner would've dismissed the idea as outlandish. And even as he states that "there hasn't been a great increase in the intellectual capacity of congress in 40 years," Berliner remains an optimist. A breakthrough, he says, is always just a couple of key documents or whistleblowers away.

"I fully expect to be around when that happens," says Berliner as the NICAP generation passes into history. "I'm not going until that happens. I'm going to lash myself to a chair."

The Congressman

Congressman Jim Hanley was unquestionably one of the best House representatives Central NY ever hosted, and the James M. Hanley Federal Building in Syracuse honors his reputation. In the sixties and seventies I inundated his D.C. and Syracuse offices with letters regarding the UFO subject, and whether I had concerns about the topic in general or needed government documents relating in large or small ways to UFOs, he kindly fulfilled my requests as often as possible, even when "butting heads" with military or government officials to gain information.

The June, 1965 letter shown here is typical, and in this case he obtained several Air Force regulations for me. He also acknowledged receiving a copy of NICAP's UFO Investigator I had sent to keep him informed. Like many members of both the House and Senate, he was intrigued by the UFO evidence, but maintained a reluctance to comment or take action publicly. Nevertheless, I deeply appreciated the late Mr. Hanley's assistance over the years and I'll be putting more of his letters on display in months to come.

More On The Newfie Ufos

We're not any closer to solving the mystery of the Newfoundland UFOs yet, although everyone seems to have their own theory. One astronomer has suggested to me that the photos must show a French missile gone astray, since we know the French did launch several that same day, although at a different time and thousands of miles away in the wrong direction to the Earth's rotation. Hey, if it works for you, fine.

The trouble is, we're not getting any bones from the government or National Defence, either. First, the RCMP tells the witness it's a missile launched from St-Pierre-et-Miquelon, then they say it's not a missile from there, but it is "something."

That by itself has fueled suspicion that something funny is going on. The government seems to know what it was, but isn't saying. There was even a flippant remark that the UFOs must have been some model rockets shot off by Newfoundland amateur rocketeers, but that particular group denied it when contacted. Besides, the photos don't look anything like model rockets.

The proliferation of explanations range from the silly to the sublime. Newfoundlanders just want to know what the objects were. None of the witnesses ever talked about aliens, but politicians and many armchair debunkers have enjoyed pointing fingers and laughing about little green men and UFO landing pads.

I had originally suggested the objects were either missiles or high-flying planes catching the rays of the setting sun. I get lots of photos like that every year and the Newfie shots bear a resemblance to these. However, as I understand it, there were no aircraft in the vicinity at the time. Of course, there could have been military air exercises at the time, and we wouldn't necessarily have access to those details.

We had a brief bit of excitement Friday night when there was a report on CBC Halifax that some people had reported a UFO streaking over the city at about 5:03 pm AST. It turns out a woman was doing some sledding with her kids near Inglis School by St. Mary's University, and saw a multicoloured object shoot overhead, heading eastward towards the ocean. Other reports were called in, including one from a man near Cow Bay who saw a coloured "paintbrush" soaring overhead. In all cases, the object was only in sight for a few seconds, and suggests the obvious explanation of bolide or fireball.

I created a Facebook group: "Did You See the UFOs Over Newfoundland?" but it hasn't attracted any takers so far. We need more witnesses, though. As I noted in a previous post, I have descriptions of the UFOs from other locations besides Harbour Mille, including Buchans, Doe Hills, and Marysville in Newfoundland, as well as a spurious report from New Brunswick.

And oh yes, there is a 63-year-old precedent to these recent photos of missile-like UFOs over Newfoundland. In 1947, an odd flying object was seen flying over Harmon Field, near Stephenville, Newfoundland, an American air base. The object left an odd smoke trail which was photographed. Here's the link to the photos and to a NICAP report on the case. The photos are some of the first of the "Flying Saucer Era."

The Cia Ordered The Air Force To Debunk Sightings

On 24 December 1959 the Air Hope against hope issued the shadowing deterrent to apiece air base skipper in the continental Similar States:

The shadowing is a intention by Wickedness Admiral Roscoe
Hillenkoetter, at an earlier time Manual of the CIA (1947-50) and NICAP authority member. The quote is obsessed from "Aloof TOP Locked away",
Timothy Quite good, Stage 12, Page 376:

' "It is time for the truth to be brought out in equal congressional
hearings", he assumed. "Behind the scenes, lofty Air Hope against hope
officers are sternly bothered about the UFOs. But in the midst of ascribed
secrecy and shush, many the upper crust are led to understand the bizarre
flying objects are nonsense," and he charged that "to cape the facts,
the Air Hope against hope has silenced its workforce" in the midst of the issuance of a
power. '

"Aloof TOP Locked away", Timothy Quite good, Stage 14, Page 443:

' Captain Edward J. Ruppelt, Person in command of the Aeriel Phenomena Attach, Air
Perplexing Discrimination Inner, assumed that the CIA consistent the Air
Hope against hope to expose sightings and embarrass witnesses. "We're consistent to
cape sightings for example not obligatory," he told Intense Keyhoe, "but if a
strong report does get out we take on to circulate a clever explanation -
alter up whatever thing to massacre the report in a keep on, and moreover shush
the eyewitness, especially if we can't figurine a obvious acceptance. We
total take on to embarrass our own pilots." '

The shadowing intention is over from Wickedness Admiral Roscoe
Hillenkoetter. "Aloof TOP Locked away", Timothy Quite good, Stage 14, Page 453-454:

' In a signed intention unconscious 22 Regal 1961, sent to Consultation,
Hillenkoetter said:

It is time for the truth to be brought out....Behind the scenes
lofty Air Hope against hope Officers are sternly bothered about the
UFOs. But in the midst of ascribed secrecy and shush, many the upper crust are
led to understand the bizarre flying objects are nonsense....I push
point Congressional action to faithful the dangers from secrecy
about Unidentified Flying Objects....Two dangers are regularly
increasing:

1. The wager of opportunity war from mistaking UFO formations for a
Soviet fastening attack.
2. The difficulty that the soviet government may, in a carping
measure, by corrupt means disagree the UFOs as secret Russian weapons
in opposition to which our defences are flummoxed. '

"Aloof TOP Locked away", Timothy Quite good, Stage 14, Page 454-455:

' Unusual at an earlier time CIA ascribed on the stop of NICAP was Colenel Joseph
J. Bryan III, draftswoman and crisp Person in command of the CIA's Psychological
Dispute Be in charge of, and at an earlier time Striking Work it to the Secretary of the
Air Hope against hope as well as aviation advisor to NATO. In a take in to
Keyhoe, Colenel Bryan ready the shadowing cheery intention on the
UFO problem:

I am aware that hundreds of military and airline pilots, airport
workforce, astronomers, missle trackers and other experienced
observers take on reported sightings of UFOs. I am moreover aware that
many of these UFOs take on been reported direction in formation,
and that many were at the same time tracked by radar. It is in my
feel that: The UFOs reported by experienced observers are
policy under precisely control. Their speeds, military exercises and
other systematic evidence reveal them to be excellent to any civic
aircraft or space policy now bent on earth. These UFOs are
interplanetary policy absolutely observing the earth, either
manned, or under remote control, or both. Be the forerunner on UFOs,
with sighting reports, has been and is soothing being lawfully
withheld. This stripe is willful, especially on or after wicked
identification of UFOs as a secret Russian attack might
accidentally set off war. Unless this stripe is renewed, a
Congressional investigation have got to be said to faithful or make unconscious
this and other dangers. '

Major Keyhoe Letter His Plan In 1977

I ONLY MET THE LATE MAJ. DONALD E. KEYHOE (USMC, RET.) ONCE, at the Washington, D.C. office of NICAP in the summer of 1965. I was a teenager then, thrilled to spend even those few minutes at the old Connecticut Ave. office. I guess the experience was something like going to a mini theme park in an office space, so much to see -- and, unfortunately for the office staff, so much work to do. The U.S. was right in the middle of a flurry of UFO reports, and desks were piled high with clippings and files.The highlight for me was meeting Maj. Keyhoe himself, the NICAP director whose books about UFOs were amongst the first I ever read on the subject. Keyhoe, the Marine Corps veteran who astounded readers of "True Magazine" in 1950 with exciting UFO reports obtained via official sources. Keyhoe, whose first book about UFOs in 1950, "Flying Saucers Are Real" was followed by several more in addition to articles in major magazines. Keyhoe, personal aide to Charles Lindbergh during a cross-country flight, documented in his book, "Flying with Lindbergh". Keyhoe, who knew Admiral Richard Byrd personally and realized Byrd would have been outraged over fabrications about his relationship to "hollow earth" tales.I was greeted by Richard Hall, NICAP's assistant director who, as many of you must know, remains active in UFO research and has authored numerous articles in additon to his well known books. The 1964 NICAP publication intended for every member of Congress, "The UFO Evidence", was very much Hall's literary baby and remains one of the most respected and most consulted UFO compilations ever produced.The third person of three whom I met that day and the first whom I encountered was Lelia Day, NICAP's secretary, and she was a very nice lady. In fact, more than a decade later I was searching for her because I never doubted the extent of NICAP knowledge she must have absorbed over the years, and I was working on a writing project longing for her insight. Sadly, however, I learned that she had been long dead even before I began the search. Of interest, however, is the fact that I learned this and other things of significance from Maj. Keyhoe himself in a letter, the only letter I ever received from Keyhoe personally. By 1977, Keyhoe and Hall had departed NICAP, the organization had seemingly been taken over by people with perhaps more than passing government affiliations (see the NICAP.org site and read the NICAP history) and there remain numerous questions about NICAP's eventual administration and downfall that may rival the UFO mystery in some ways.So, here's Maj. Keyhoe's letter, dated December 4, 1977, with an intriguing reference on the letterhead to his role as NICAP's "former director." Note also my re-posting from an early blog entry of Al Chop's 1953 letter to Holt publishers, vouching for Keyhoe's integrity and actions (though Chop's incredibly open-ended admission regarding some government people accepting the ET theory is the real high point of the letter -- which Holt printed on the jacket of a Keyhoe book, much to Chop's surprise and the Dept. of Defense's probable chagrin).I had also forwarded a copy of a newspaper review I wrote for Keyhoe's final book, "Aliens From Space", referenced in his letter. But of considerable interest here are Keyhoe's comments and plans regarding the Jimmy Carter presidency as it might relate to UFO information release. Based upon information Keyhoe accumulated from official sources, he was poised to write another book, a project of no eventual publication, unfortunately. Keyhoe had briefly outlined his plan to me here in confidence, though I certainly see no point in staying silent 30 years later. Actually, as is the case with so many other documents on this blog, even I hadn't seen this letter since receiving and filing it away.
