Before we answer that question, we must acknowledge that any extraterrestrials we make contact with may well be thousands or millions of years more advanced than we are. Why do SETI scientists assume this? Because for our search to succeed, it needs to be true.

If the galaxy is populated only by young civilizations that have the capacity for interstellar communication for only a few decades before they destroy themselves or simply lose interest in making contact with other worlds, then we will effectively be isolated, alone in the universe. If other civilizations transmit evidence of their existence for only a few decades - the length of time that humans have been capable of interstellar communication - and then they lose the interest or ability to make contact, it's extremely unlikely that the precise time they are transmitting and the time that we are listening will coincide. On a galactic scale, where time is measured in billions of years, it is extremely unlikely that these two "blips" would happen at the same time. This would be as unlikely as two fireflies each lighting up once, at exactly the same time, during the course of a long, dark night. The chance that both would flash on simultaneously is virtually zero; it's more likely their flashes would be separated by minutes or hours. So too is it unlikely that two short-lived civilizations that had evolved independently of one another would come into being at almost precisely the same time in the fourteen billion year history of our galaxy.

If we hear from a distant civilization, on purely statistical grounds it's very likely they will be our elders.

Extraterrestrial Contact Dramatic And Direct

It's a classic Hollywood plot line: aliens arrive on Earth in a spacecraft to make an introduction. It's a clich'e and as such I think we dismiss the benefits of such an introduction. I think there is great value in a Direct First Contact event and a dramatic one at that.

This blog stakes out some relatively open territory in the conversation regarding human First Contact with an extraterrestrial civilization. I don't believe we have made First Contact yet. I don't believe there is evidence of UFOs being anything but natural phenomenon and misunderstood man-made occurrences. I don't think that a Direct First Contact event, with aliens arriving on Earth, is very likely. However, I do like to speculate about what might realistically happen if Direct First Contact ever does occur and discuss the process we might need to employ to make First Contact a positive experience, or at least as positive as possible.

My suggested scenario is this: pilot a spacecraft into Earth atmosphere and have it appear above a mid-sized American city. This method of First Contact would set into motion forces that would be hard for anyone to stop. Why an American city? The answer is the news media. The American television news media has the technology and interconnectedness to start a news coverage wave that would spread internationally in a very short time. Thus, enterprising aliens could make an introduction to the world, bypassing governments, scientific agencies and others who might seek to control such an introduction. There is immediate transparency and a method for disseminating an unfiltered message to all humans at once. The visual event of a spacecraft in Earth atmosphere is important because it allows the news media to control the story, not relying on scientific and possibly governmental involvement, as a transmission from space might. It also has an advantage in that it is something we have seen dozens of times in the movies. Now, many of those movies don't feature a very positive portrayal of alien intentions, so those hopefully good intentions would have to be relayed immediately and it would be important to show no threat in the dramatic event itself.

Why should space aliens give a damn? If the aliens have good intentions they would probably be concerned about human reaction. There is already plenty of paranoia and distrust to go around on this planet in our daily lives. The appearance of extraterrestrials would amp that up considerably, potentially to dangerous levels. An introduction to humans and not through the institutions of humanity would create an openness that could help the entire process. Why should extraterrestrials care about openness? Imagine the distrust and concern if an extraterrestrial civilization was to make contact with one particular nation? Global politics is a delicate balance of opportunity, risk, security and self-interest. Extraterrestrial First Contact with one nation would set off a firestorm of global political debate and could potentially harm extraterrestrial relations for many years to come. So, why not just engage the United Nations directly? Give me the practical way in which you would have the extraterrestrials approach the massive bureaucracy that is the United Nations? An initial introduction to all humans via the news media could quickly lead to a more formal introduction through the United Nations. From there a process for formal extraterrestrial relations could be established.

In short, a direct and dramatic First Contact event would allow the extraterrestrials to control the message, while providing humans the ability to control the process. Control would be an important concern in the wake of First Contact. Humans will need to feel secure in a very dynamic set of circumstances, with a high degree of uncertainty. A Direct First Contact event does nothing more than say hello, and perhaps suggest a more formal introduction to the United Nations General Assembly. This would provide a strong argument for having the United Nations lead the diplomacy effort, which might not be the case if First Contact was made with an individual nation.

There are plenty of reasons for why such a scenario might not work. Without some sort of stealth technology an extraterrestrial craft would be quickly picked up by various near Earth orbit surveillance systems, let along U.S. military radar. The aliens could be concerned about their safety. They might not have a big, dramatic looking spacecraft. They might not be able to fly a spacecraft in Earth atmosphere. They might feel that entering Earth atmosphere without an invitation would be threatening. All are understandable worries. Hopefully, extraterrestrials advanced enough in technology to visit our solar system would be able to ensure their own safety and fly a craft in Earth atmosphere. As far as the invitation goes, quite frankly I think this is the scenario that humans have come to expect in Direct First Contact.

So, there it is. I think there is value in silly speculation of this sort. The speculation allows us to explore many scenarios about how Direct First Contact might actually be accomplished. It seems to me the scenarios that matter the most are the ones that might actually work and those that will have the best possibility for a relatively positive outcome.

SETI researchers have pointed out that First Contact is likely to be an ambiguous event in many respects. The reception of an alien signal would take much study to determine the origin, with plenty of debate along the way. Even once confirmed as being engineered, what the signal means could take many years to decipher, if that's even possible. Yet, there are issues that even an ambiguous signal, once confirmed to be of extraterrestrial intelligence in origin, raises for humans here and now. The problem comes in what we don't know. The discovery of an engineered signal would only show that there is possibly intelligent life out there in the universe. We would have a specific origin of the signal to study for further evidence of life. But is that location necessarily where the intelligent beings are from and where they are now? Perhaps they were just passing through or have a relay of some sort? Perhaps it's a leftover remnant of a civilization long passed?

The mere fact that there is extraterrestrial intelligence out there would raise a series of troubling questions: exactly where are they? Do they have the ability to get here? Are they already in the neighborhood? Once again, proximity becomes a major issue.

Even an ambiguous signal raises the need for a unified, United Nations led effort to provide a framework for response. Developing a diplomatic framework, even before we know what we might be dealing with, actually makes sense. Having a framework in place means that you have thought through the possibilities and you can respond much quicker to challenges when the need arises. Developing a working relationship between scientists, politicians and diplomats would be important in such a scenario. Groups like the SETI Institute could provide the knowledge and background to help lead United Nations officials in developing a planet-wide response.

The trouble may be far off or may even be something we never confront. It may not even be trouble at all, simply pleasant space aliens with whom we conduct a decades-long conversation across light years of space. Considerations of our defense and safety are still a cautious and practical reaction in the wake of an ambiguous First Contact. It certainly shouldn't be a panic driven rush to put nuclear weapons in space. It could simply be a series of what-ifs leading us to consider making some long-term changes to make us safer. Perhaps just monitoring our solar system for evidence of visitors? Or a manned observation system in Earth orbit?

The SETI Institute and the United Nations should begin the basic discussions now. It can be an informal and zero-dollar conversation to start. And perhaps it is already occurring and I'm just out of the loop. I know that United Nations officials, such as Mazlan Othman, the Director of the United Nations Office for Outer Space Affairs, have attended scientific conferences that have involved SETI researchers and astrophysicists. I hope they have had an opportunity to sit down over coffee, at the very least, to have a reasonable discussion. It could grow into a volunteer task force that reports to COPUOS (the United Nations Committee on the Peaceful Uses of Outer Space). Developing a working relationship now would be quite advantageous if First Contact ever does occur. But please, let's keep it quiet. The media has proven that they can't handle the excitement when people talk about reasonable approaches to First Contact.
